She documents the period in sixteen chapters grouped into two parts: Pangasinan's Response to American Rule, 1901-1945 and The Role of Pangasinan in Building the Republic. Cortes also presents local histories that challenge common themes on Philippine national history, including a Pangasinense elite "with a social conscience" that subverts the narrative of the collaboration of Filipino elite which facilitated the country's acceptance of American rule.
